Louise McCarthy

Louise McCarthy, MPP, is the president and CEO of the Community Clinic Association of Los Angeles County (CCALAC), the largest regional coalition of nonprofit community health centers in California.
Since joining the health center movement in 2005, McCarthy has guided health centers through milestone moments in health care policy, including implementation of the Affordable Care Act and coordinating the safety net’s response to the COVID-19 pandemic.
McCarthy led negotiations on behalf of L.A.’s community health centers on the creation and implementation of Healthy Way LA and My Health LA, L.A. County’s free public health care programs for low-income, uninsured residents. Since 2007, these programs have provided quality health care services to several hundreds of thousands of our most vulnerable Angelenos.
McCarthy holds a master’s degree in public policy from the UCLA Luskin School of Public Affairs, where she is also a senior fellow.
